in oracle 11.2.0 if grant create synonym user , mean use has create or replace synonym privilege or create synonym privilege?

there no special system privilege 'grant create or replace' in oracle rdbms. when granted 'create synonym privilege', user able use both create synonym create or replace synonym syntax. check oracle documentation more info.
